The City of Two Harbors, is undergoing increased development pressure and has experienced many negative impacts from storm water runoff in the Skunk Creek watershed. Problems have included water pollution, flooding, public roadway safety concerns, property damage, streambank erosion, and public safety. Following a massive 4th of July storm in 1999, the community of Two Harbors developed and implemented a strategic storm water management plan with the assistance of the Lake County SWCD and numerous additional partners.
