In the State of New York floodplain management and coastal management are administered by two sections within the Division of Water a unit within the New York Dept. of Environmental Conservation. More specifically, The Floodplain Management Section is responsible for reducing flood risk to life and property through proper management of activities including, development in flood hazard areas and review and development of revised flood maps (FEMA's Flood Hazard Mapping.) The Coastal Management Section works to reduce coastal erosion and storm damage to protect lives, natural resources, and properties through structural and non-structural means.

The Coastal Management Section’s Website http://www.dec.ny.gov/lands/28923.html contains information on the need for coastal erosion management, the details on obtaining Coastal Erosion Hazard permits, and coastal erosion control design. Lake Erie, Lake Ontario, the St. Lawrence River, and the Niagara River are all included in the scope and definition of New York’s coastal waters.
